Portuguese Government Internet Portal
The Portuguese Government Web portal was upgraded for better usability and accessibility. This is a single one-stop entry for electronic communication with in Government, and between Government, Citizens and Businesses.
Web Portal for the Portuguese Presidency of the European Union
CEGER established a partnership with the Portuguese Mission for the Portuguese Presidency of the Council of European Union, with regard to the technological support and creation of the Web Portal for the Portuguese Presidency of the European Union, in the period from July up to December 2007.
KNetworks
CEGER will implement the international Project K Networks - Networks of Knowledge with potential funding from Atlantico European Programme, in cooperation with Gibraltar, Spain and the United Kingdom.
This project aims to build a network of experiences and knowledge sharing on the themes of Information and Communication Technology, bringing together a group of international experts with world reputation from the University of Cardiff and Oxford University, the Oxford Internet Institute.
Disaster Recovery
CEGER has been awarded European funding for the coordination of an international project designated Disaster Recovery - Service Continuity in Government, in cooperation with the Government of Illes Balears and the Government of Gibraltar.
This international project runs during 2009 and 2010, is being funded with a rate of 75% by the European Programme INTERREG IV B - SUDOE, and will allow CEGER direct revenues of around 1 million euros.
REDELEX – The Electronic Legislative Process Network
This Project builds the fi rst private and secure communication network as an electronic system connecting the Presidency of the Republic, the Assembly of the Republic, Government and the Constitutional Court. The political representatives of the Portuguese Republic communicate and interchange documents with the administrative and legal bodies of the Presidency of the Council of Ministers and the Legal Offi cial Journal. This network uses authentication and certification systems providing qualifi ed electronic signatures.
Supervisory Board for the Electronic Platforms under the Public Procurement System
In December 2008, it was signed by the Ministry of State and Treasury, the Ministry of Transports, Communications and Public Construction, the Ministry of Science, Technology and Higher Education and the Secretary of State for the Presidency of the Council of Ministers the Order No. 32639-A/2008, 26 December, attributing to CEGER responsibility for the Supervisory Board for the Electronic Platforms under the Public Procurement System.
It is CEGER's role to certify all electronic platforms in order to begin their activity, and the Supervisory Body has also the responsibility for Auditing and Control of technical criteria and norms, having the autonomy to conduct non-ordinary and external Audits to any electronic platform in activity under the Public Procurement System.
Public Key Infrastructure
The Presidency of the Council of Ministers and CEGER coordinates with 10 other IT entities in the Portuguese public administration to the Public Electronic Certification System (SCEE). This project implements a Public Key Infrastructure, supporting digital signatures, electronic cryptography and other advanced electronic security systems.
SCEE provides authentication, confidentiality, document integrity, strong authentication of signatures and identities, allowing secure communication within and across Public organisms, and between Government and Citizens and Businesses. Electronic certificates are being used for e-Government projects such as the Portuguese Electronic Passport, the Citizen Card and the Electronic Legislative Network.
Ceger has provided qualified electronic signatures to 1400 senior officials in more than 300 organisms and public services.
Information Technology Service Management and Quality of Services
CEGER is implementing a project for certification in the international standard ISO 20 000, with regard to Information Technology Service Management and Quality of Services aligned with ITIL best practices. Up until December 2010, CEGER is willing to become the first public organism in Portugal certified in the ISO 20 000 international standard.
Interreg
CEGER has coordinated during 2006 – 2008 the international Project with European funding by INTERREG III-B European Programme, CERDIGSEG - Electronic security of critical infrastructures, in cooperation with the Government of Ilhas Baleares and the Government of Gibraltar.
This project provided significant revenues of around 750.000 euros, as well as international visibility, publicly recognized by the international seminar Networks of Knowledge and Knowledge Networks with more than 400 participants during the Lisbon’s seminar, in June 2008.
Technology Cooperation Agreement between Portugal and Brazil
On the 16th of June 2009 a Technology Cooperation Agreement was signed between Portugal and Brazil, namely between CEGER and ITI Brasil – Instituto das Tecnologias de Informação do Brasil, aiming technology cooperation in the domains of electronic certification and more broadly Information and Communication Technologies.
This cooperation agreement is of a Strategic nature and has the goal to create interoperability between both Public Key Infrastructures of Portugal and Brazil, allowing the creation of the world largest Digital Identity area, and in Portuguese.
Technology Cooperation Agreement between Portugal and Cape Verde
On the 15th of July 2009 a Technology Cooperation Agreement was signed between Portugal and Cape Verde, namely between CEGER and ANAC – Agência Nacional de Comunicações de Cabo Verde, aiming technology cooperation in the domains of electronic certification and more broadly Information and Communication Technologies and quality on Information Technology Service Management.
This cooperation agreement is of a Strategic nature and has the goal to provide consultancy to the Government of Cape Verde for building the Public Key Infrastructures of Cape Verde, allowing cooperation between the Portuguese Speaking Countries.
STESTA: Secure Trans European Services for Telematics between Administrations
CEGER is the national technical coordinator of the s-TESTA Network – Trans-European Network connecting Public Services. This electronic network allows the electronic connectivity with high levels of security of 25 public organizations in Portugal and similar institutions around Europe.
Modernising the Electronic Government Technology Infrastructure
This project implements an overall upgrade and quality improvement of the Government electronic network, including better broadband technology, the upgrade and extension of the 55 kilometres of dark-fibre optic network, as well as redundancy of systems and applications. This communication network implements a Common Communications Gateway in the "Centre of Government" and Public Administration.
Voice over IP on the Government Network
The Government electronic network uses VoIP technology providing Voice over IP to more than 60 Cabinet Office departments and around 1000 users. Government provides effective use of communication resources integrating voice and data networks into an integrated environment.
Interoperability and Document Management within Government and Public Administration
This project aims to digitise electronic communication and workflow within and across Government departments as well as communication with and across various Public Administration departments. It takes advantage of advanced interoperability systems and standards and diverse workflow and document management systems within Government and Public Administration.
DIGESTO
CEGER provides technology support to the electronic system DIGESTO – Integrated System for Legal Information, managed by CEJUR – the Juridical Center within the Presidency of the Council of Ministers.
The DIGESTO system allows online search services for juridical information, in permanent connection with the Electronic Official Journal (DRE). Up to 2006 the DIGESTO system was supported by Instituto de Informatica, and CEGER was responsible for the technology migration during 2007 for the Presidency of the Council of Ministers.
Juridical Information with the Electronic Official Journal (DRE)
CEGER was responsible for the technology integration of DIGESTO – Integrated System for Legal Information with the Electronic Offi cial Journal (DRE).
CEGER is also promoting continuous technology upgrading and integration with DRE, more than multiplying by 5 times the total number of visitors with access to high quality judicial information. It is now creating a new consolidated database with legal information.
Decision Support System to Government
This Project aims to implement an advanced Decision Support System to Government. Project will run for two years. The Pilot project will be implemented in 2009.
Supported in the most advanced information and communication technologies, as well as Best Practices and international case-studies (United Kingdom and Canada) it is our aim to implement a high level decision system, allowing the Prime-Minister and Government high level decision making within Government.

This Project aims to build novel international standards in the domains of preserving and archiving Government Information, including identity mechanisms and electronic signatures. A close collaboration with the National Archives – Torre do Tombo is being arranged.
This project started with an international Workshop organized in cooperation with the Oxford Internet Institute, held in the United Kingdom in November 2007. The new Standards are expected to be delivered in 2010 – 2011.
International Technology Cooperation
CEGER is implementing several international technology agreements and leading two international projects on innovation and technology.
Noteworthy, recent Technology Cooperation Agreements signed with Portuguese Speaking Countries, with Brasil in June 2009 and Cabo Verde in July 2009.
And two international projects, DISASTER RECOVERY and K NETWORKS, being CEGER lead partner with other partners from Portugal, Spain, Gibraltar, France and the United Kingdom.
