Users and Services
Responsible for the support of all services in the Government's electronic network and the other entities to whom Ceger provides technological and information systems. This department is also responsible for the quality of Ceger's systems.

Responsible for conceiving, implementing, and maintaining information systems and applications, specifically interoperability and document management, internet tools and applications, and electronic collaboration, as well as advanced decision support systems.

Communications and Systems
Responsible for the management of all the technological infrastructure of the Government network, including the maintenance of the Data Processing Centre, technological equipment, systems and the electronic communication network.

Ceger

Management Center for the Electronic Government Network

By Prime Ministerial decree, Ceger reports directly to the Secretary of State of the Presidency of the Council of Ministers. (Decree number 184/98, 6 July).

Ceger, Management Center for the Electronic Government Network, is the organisation responsible for the management of the Government's electronic network, and aims to support it in the areas of information and communication technology and information systems.

Ceger acts as the certification manager for the State Electronic Certification System - management of Public Keys (SCEE).

Ceger consists of 4 departments:

  • Users and Services
  • Applications and Internet
  • Security and R&D
  • Communications and Systems

In accordance with Law, the mandate of Ceger is the following:

  • Provide consultancy support to the members of the Government and their offices, as well as to other areas, in matters of information and technology, communication, information systems, and electronic security;
  • Act as the certifying body of the Government for the State Electronic Certification System;
  • Act as the certifying body for other services, organisations, and public bodies, in cases in which these functions are specifically empowered by law or convention;
  • Execute the other functions assigned in the area of the State Electronic Certification System;
  • Promote, support and coordinate the use of information and communication technology by Government offices;
  • Monitor technological innovation and strive for the innovation of the Government network in a sustainable manner corresponding to the needs and criteria for viability and opportunity;
  • Collaborate in studies and in the implementation of organisational and functional processes and procedures in Government members' offices;
  • Execute the conception, development, implementation and application of information systems in common use by Government members' offices, namely new services adapted to electronic Government (e-Government), internet and advanced Government decision support systems;
  • Guarantee the management of the Government network, ensuring its security and the security of information and databases, as well as their connections;
  • Coordinate user support, including for bodies and services integrated in the Presidency of the Council of Ministers, and manage the software technology park under its responsibility;
  • Provide management and technical support services related to the use of external global networks, namely of the electronic infrastructures common to the Government and to services and public organisms, in line with the technological evolution of the internet;
  • Provide temporary certification services which permit the chronological validation of electronic transactions and documents;
  • Promote training of Government network users, with the goal of efficient and effective use of available means and services;
  • Exercise other functions assigned to it by law.

All the departments collaborate strategically in the implementation of the structuring projects in support of governance.
